Hi and welcome! Here’s a bit of background on us and
some info about this site.
Who we are:
This site is hosted by the Ontario Association of Adult and Continuing Education School Board Administrators, more easily referred to as CESBA, and is funded by the Ministry of Training Colleges and Universities
(MTCU). CESBA, an Ontario incorporated, non-profit organization, represents the broad spectrum of adult and continuing education programs that are offered by Public, Catholic and Francophone School Boards within Ontario. These programs are funded by government departments (both federal and provincial) as well as by individual and business fee-paying clients.
CESBA’s mission is to promote and advance the cause of adult and continuing education
in school boards across Ontario. CESBA receives core and project funding to act as a supporting body and a liaison between School Board Literacy and Basic Skills programs and the Ministry of Training Colleges and Universities. Over the years, CESBA has produced many successful LBS Field Development and Research-Based projects that are well-known and highly respected in the field.
Why we developed this site:
Adult literacy education in Ontario is changing. In order to implement program reform, literacy providers are approaching program planning, curriculum development and training delivery in very new and different ways. Along with others, i.e. Community-based LBS organizations, Laubach Ontario and the LBS in the College sector, CESBA seeks project funding in order to provide crucial support and ongoing professional development training for frontline workers. This website is the result of one such initiative. LBSpractitionertraining.com now includes outstanding contributions from a number of partners both from within and outside of the school board sector so that the best practical and relevant instruction, materials and resources are more readily available to all LBS practitioners.
What you will find:
1. Courses for Professional
- Beyond good information and useful insights, the training courses provide a wide range of how-to strategies, step-by-step instructions, examples from real-life practice, tips and tricks from fellow practitioners, and practical ideas for increasing your day-to-day success with learners.
- Although the courses are specifically designed for practitioners in LBS, the information and strategies found in each course would be extremely useful for anyone working in the field of adult literacy.
- All courses are free. No one monitors your work or keeps track of any resources you download.
- This website provides direct links to additional training options and resources.
2. A tool for Professional Self-Assessment:
- Most agree that to be effective as a literacy practitioner, you must have:
- a certain level of professional knowledge
- certain professional skills for program development and for teaching
- the ability to make certain right decisions and take appropriate action in various situations.
The interactive self-assessment activity on this site helps you assess and evaluate your own professional knowledge, skills and abilities in four areas related to LBS work with learners. It also prioritizes training and recommends a particular course you might consider taking first. This recommendation is based on your own self-assessment results.
Note: No one (including
us) is able to see what you do and how you score on the self-assessment test except you.
The Staff Cafe is an online meeting
place where literacy practitioners can connect to exchange ideas, pose
questions, and share insights and resources. Come and join a conversation or
simply lurk if you prefer. It's a great way to learn what's going on in LBS
around the province and to find out about creative solutions to challenges
we all seem to face.

- Direct link to registration for non-credit certificate from Lakehead University offering many of these LBSpractitionertraining.com courses through their Department of Lifelong Learning.
- Low cost per course. Register with the Department of Lifelong Learning, Faculty of Education, Lakehead University.
- Timing: Continuous intake
- Pre-requisites: None
- Course requirements:
- Complete course within one month from date of acceptance
- Submit one assignment or other course documentation to Lakehead University upon completing the course
- Record of accreditation:
- University transcript maintained
- Certificate awarded for Completion of Non-credit Course in Education
- Letter of Congratulations awarded from the University

The Literacy and Basic Skills Program of Ontario
The Literacy and Basic Skills (LBS) Program of Ontario is a government-funded program that is ushering in program reform in adult literacy across the province. LBS provides literacy-related training and skills development for adults who have specific goals:
- to become more personally independent,
- to be successful in further education, apprenticeship, or other skills training programs,
- to increase their employability and chances of success in the workforce.
Built on the principles of adult learning, LBS practices a learner-centred, goal-directed, and outcomes-based approach to literacy education that takes into account the cultural and linguistic diversity of Ontario.
Depending on their training goals and their literacy needs, LBS learners have choices as to program setting and methods of instruction. Learners can move from program to program as personal needs and circumstances require, or exit and re-enter literacy training whenever necessary.
Throughout various transitions, learners are able to maintain continuity in their learning plan, and they can be assured that, in every program, they will receive recognition for what they have accomplished to date.
Literacy and Basic Skills delivery providers are accountable to the Ontario Ministry of Training, Colleges and Universities who oversees the Program and provides funding for program administration and delivery as well as for research and field development initiatives.
The LBS Program Guidelines
describe the objectives of the Program this way:
- to help Ontario move toward a seamless adult education system that supports lifelong learning.
- to support literacy agencies in providing quality literacy services that meet learners' needs.
- to focus literacy services on those adults most in need of them.
- to ensure accountability to government, to the public, and to learners in the provision of literacy services that are effective, efficient, and produce measurable results.
- to foster closer links between literacy training and employment.
